Dear Mr. Liu:
Please accept my best withes in advance. I am writing to you in the hope of 
obtaining a satisfied answer on the certificate of English second bachelor 
academic.
All the time, to English second bachelor, our school insist that “Pass the 
TEM-4, gain the certificate.” This inflexible requirement make many students 
wedged. Maybe someone would say: Fail the TEM-4, because he is not good enough. 
But, a second bachelor student have not enough time to learn English after all, 
it isn’t impossible to study English the whole day like major students. 
Moreover, it isn’t suitable to deny them who failed in examination.
Furthermore, students invest a lot effects in English studying, and money more 
than 3 thousand. Perhaps, no certificate, we learn many knowledge and 
literature. However, in present society, degree as a tested quality, 
certificates are essential.
Last, the result of annual TEM-4 is published in September, but to a graduate 
who leave school in July, he can’t take the certificate even if he pass the 
examination when he appoint to a position. This delay their boundless 
opportunities. 
Besides that, it is said that own the certificate is more easier in other 
universities. They have not so inflexible requirement. Would you like to apply 
for the school department? We should be very grateful.
