Changes Summary

1.      Fixed <AlignPI> definition for schema validation (does not affect or
change instance data structure).
2.      Additions to support FAA Airport Surveying-GIS Program
(www.airports-gis.faa.gov) See sample file:

Brief info on the FAA Airport Surveying-GIS Program:

The Federal Aviation Administration (FAA) is considering the adoption of
the LandXML 1.1 standard for use in their Airport Surveying-GIS Program.
Within this program (information available at www.airports-gis.faa.gov),
airports will be hiring survey professionals to provide highly accurate
airport aeronautical surveys. In an effort to standardize the flow of data
within the program, the FAA is investigating the compatibility of LandXML
1.1 with their survey data requirements. In this process, the FAA hopes to
take advantage of the benefits of an industry supported standard.

There are three minor additions that will make LandXML-1.1 more useful in
many government and commercial applications:

1. Addition of a formal <FeatureDictionary> to specify specific <Feature>
additions.
2. Addition of latitude and londtiude attributes for all points (using new
latlong units).
3. Allow for a different elevation unit from linear unit.
