Bill was man who grew up in an institution and is befriended by people, he wasn't discarded by everyone when he got out. Genuine real people, didn't view him as a burden on society, but as the gift and a joy that was he was. It demonstrates that all people are just people with needs and gifts and it is possible to support one and other. Every person, regardless of "differences", can touch many other people's lives! The proposed rule spells out what contractors and subcontractors must do in the areas of recruitment, training, record-keeping and policy dissemination. The new standards are similar to those that have long been required to promote workplace equality for women and minorities.
