Purpose of Program: The Fulbright-Hays Doctoral Dissertation Research Abroad Fellowship Program provides opportunities to graduate students to engage in full-time dissertation research abroad in modern foreign languages & area studies. Applications Available: October 11, 2005. Deadline for Transmittal of Applications: General deadline, 11/10/05; & extended deadline, 12/1/05. Eligible Applicants: Institutions of higher education (IHE). As part of the application process, students submit individual applications to the IHE. The IHE then officially submits all eligible individual student applications with its grant application to the Department. Estimated Available Funds: The Administration has requested $4,399,500 for new awards in this program for FY 2006. The actual level of funding, if any, depends on final congressional action. However, we are inviting applications to allow enough time to complete the grant process if Congress appropriates funds for this program. Estimated Range of Fellowship Awards: $15,000-$60,000. Estimated Average Size of Fellowship Awards: $29,330. Estimated Number of Fellowship Awards: 150.

Projects may include short-term seminars, curriculum development, or group research or study. Applications Available: October 11, 2005. Deadline for Transmittal of Applications: General deadline, 11/10/05; & extended deadline, 12/1/05. Eligible Applicants: (1) Institutions of higher education, (2) State departments of education, (3) private nonprofit educational organizations, & (4) consortia of these entities. Estimated Available Funds: The Administration has requested $2,505,408 for this program for FY 2006. The actual level of funding, if any, depends on final congressional action. However, we are inviting applications to allow enough time to complete the grant process if Congress appropriates funds for this program. Estimated Range of Awards: $50,000-$90,000. Eligible Applicants: Institutions of higher education that enter into agreements with business enterprises, trade organizations or associations that are engaged in international economic activity -- or a combination or consortium of these enterprises, organizations, or associations -- for the purposes of pursuing the activities authorized under this program. Estimated Available Funds: The Administration has requested $2,268,066 for new awards for this program for FY 2006. The actual level of funding, if any, depends on final congressional action. However, we are inviting applications to allow enough time to complete the grant process if Congress appropriates funds for this program. Estimated Range of Awards: $50,000--$110,000. Estimated Average Size of Awards: $84,000.

******************************************************************* Centers for International Business Education Program (Federal Register: October 12, 2005 [CFDA# 84.220A]) ******************************************************************* Purpose of Program: The purpose of the Centers for International Business Education (CIBE) Program is to provide grants to pay the Federal share of the cost of planning, establishing & operating Centers for International Business Education that will: 1. Be national resources for the teaching of improved business techniques, strategies, & methodologies that emphasize the international context in which business is transacted; 2. Provide instruction in critical foreign languages & international fields needed to provide an understanding of the cultures & customs of United States trading partners; 3. Provide research & training in the international aspects of trade, commerce, & other fields of study; 4. Provide training to students enrolled in the institution, or combinations of institutions, in which a center is located; 5. Serve as regional resources to businesses proximately located by offering programs & providing research designed to meet the international training needs of these businesses; & 6. Serve other faculty, students & institutions of higher education located within their region. Applications Available: October 12, 2005. Deadline for Transmittal of Applications: General deadline, 11/15/05; & extended deadline, 12/1/05. Eligible Applicants: Institutions of higher education or consortia of such institutions. Eligible Applicants: (1) Institutions of higher education (IHEs); (2) combinations of IHEs; (3) partnerships between nonprofit educational organizations & IHEs; & (4) public & private nonprofit agencies & organizations, including professional & scholarly associations. Estimated Available Funds: The Administration has requested $1,926,721 for new awards for this program for FY 2006. The actual level of funding, if any, depends on final congressional action. However, we are inviting applications to allow enough time to complete the grant process if Congress appropriates funds for this program. Estimated Range of Awards: Single Institution: $50,000-$90,000. Consortial/Organization/Associations: $80,000-$140,000. Estimated Average Size of Awards: Single Institution: $77,069. ******************************************************************* Comprehensive Centers -- Great Lakes West Region (Federal Register: October 13, 2005 [CFDA# 84.283B]) ******************************************************************* Purpose of Program: The Comprehensive Centers program supports the establishment of not fewer than 20 comprehensive technical assistance centers that provide technical assistance to States as States work to help districts & schools to close achievement gaps in core content areas & raise student achievement in schools, especially those in need of improvement (as defined by section 1116(b) of the Elementary & Secondary Act of 1965, as amended (ESEA)). Applications Available: October 13, 2005. Deadline for Transmittal of Applications: November 28, 2005. Eligible Applicants: Research organizations, institutions, agencies, institutions of higher education, or partnerships among such entities, or individuals, with the demonstrated ability or capacity to carry out the activities described in this notice. An application from a consortium of eligible entities must include a consortium agreement. Letters of support do not meet the requirement for a consortium agreement. Number of Awards: 1. Estimated Size of Award: $1,243,322. Funding for the Regional Center (as defined in Section I of this notice) for the Great Lakes West region was calculated by formula, based equally on shares of population & poor children, ages 5-17 in the States (including DC, Puerto Rico, & the Outlying Areas).
