National Children's Folksong Repository Project

An historic electronic online archive of children's folk songs.
A public folklore project built by the children of the United States
and territories.
Children pick up the Phone and SING OR CHANT (SAY) THEIR SONG. It's simple.
Children are our unknown culture makers and they get to record and
save their songs, then submit them into the database so that they
can hear themselves on the net. They collect history, and they will
make history at the same time. Contributions make them netizens.
They are doing this for the world. Using the internet and technology
allows them to record their personal knowledge. This is their contribution.
And we all know what's personal is political, so we all help to raise
future citizens who will care about the net.
Teachers can get the idea by watching the streaming video.

   Smaller Learning Communities Program (Federal Register: April 28,

Purpose of Program: The purpose of the Smaller Learning Communities
(SLC) program is to promote academic achievement through the
creation or expansion of small, safe, & successful learning
environments in large public high schools to help ensure that all
students graduate with the knowledge & skills necessary to make
successful transitions to college & careers.
     Applications Available: April 28, 2005.
     Deadline for Transmittal of Applications: June 7, 2005.
     Eligible Applicants: Local educational agencies (LEAs),
including schools funded by the Bureau of Indian Affairs &
educational service agencies, applying on behalf of large public
high schools, are eligible to apply for a grant.
     Estimated Available Funds: $125,269,000.
     Estimated Range of Awards: $650,000 to $11,750,000.
     Estimated Size of Award: LEAs may receive, on behalf of a
single school, up to $1,175,000, depending upon the size of the
school, during the 60-month project period.  LEAs applying on
behalf of a group of eligible schools could receive up to
$11,750,000 per grant.  To ensure that sufficient funds are
available to support SLC activities, LEAs may not include more than
10 schools in a single application for a grant.  The actual size of
awards will be based on a number of factors.  These factors include
the scope, quality, & comprehensiveness of the proposed project &
the range of awards indicated in the application.
     Estimated Number of Awards: 150.

Purpose of Program: The purpose of the RERC program is to improve
the effectiveness of services authorized under the Rehabilitation
Act of 1973, as amended (Act).  For FY 2005, the competition for
new awards focuses on projects designed to meet the priorities we
describe in the Priorities section of this notice.  We intend these
priorities to improve rehabilitation services & outcomes for
individuals with disabilities.
     Applications Available: April 25, 2005.
     Deadline for Transmittal of Applications: June 24, 2005.
     Eligible Applicants: States; public or private agencies,
including for-profit agencies; public or private organizations,
including for-profit organizations; institutions of higher
education; & Indian tribes & tribal organizations.
     Estimated Available Funds: $1,900,000.
     Estimated Average Size of Awards: $947,500.
     Estimated Number of Awards: 2.

   National Institute on Disability & Rehabilitation Research
   (NIDRR) -- Research Fellowships Program (Federal Register: April

Purpose of Program: The purpose of the Research Fellowships Program
is to build research capacity by providing support to enable highly
qualified individuals, including those who are individuals with
disabilities, to conduct research about the rehabilitation of
individuals with disabilities.
     Applications Available: April 25, 2005.
     Deadline for Transmittal of Applications: June 24, 2005.
     Eligible Applicants: Only individuals who have training &
experience that indicate a potential for engaging in scientific
research related to the solution of rehabilitation problems of
individuals with disabilities are eligible.  The program provides
two categories of Research Fellowships: Merit Fellowships &
Distinguished Fellowships.  (a) To be eligible for a Distinguished
Fellowship, an individual must have seven or more years of research
experience in subject areas, methods, or techniques relevant to
rehabilitation research & must have a doctorate, other terminal
degree, or comparable academic qualifications.  (b) To be eligible
for a Merit Fellowship, an individual must have either advanced
professional training or independent study experience in an area
that is directly pertinent to disability & rehabilitation.  In the
most recent competitions, recipients of a Merit Fellowship had
research experience at the doctoral level.
     Note: Institutions are not eligible to be recipients of
Research Fellowships.
     Estimated Available Funds: $500,000.
     Maximum Award: Merit Fellowships: $45,000; Distinguished
Fellowships: $55,000.
     Estimated Number of Awards: 10 for both Merit & Distinguished
Fellowships.

   Rehabilitation Training -- National Clearinghouse of

Purpose of Program: The Rehabilitation Training program supports
projects to ensure skilled personnel are available to provide
rehabilitation services to individuals with disabilities through
vocational, medical, social, & psychological rehabilitation
programs, through supported employment programs, through
independent living services programs, & through client assistance
programs.  The program supports projects to maintain & upgrade
basic skills & knowledge of personnel employed to provide state-of-
the-art service delivery systems & rehabilitation technology
services.
     Applications Available: April 28, 2005.
     Deadline for Transmittal of Applications: June 13, 2005.
     Eligible Applicants: States & public or nonprofit agencies &
organizations, including Indian tribes & institutions of higher
education.
     Estimated Available Funds: $300,000.
     Estimated Number of Awards: 1.

for training State vocational rehabilitation (VR) unit personnel in
program areas essential to the effective management of the unit's
program of VR services or in skill areas that will enable staff
personnel to improve their ability to provide VR services leading
to employment outcomes for individuals with disabilities.
     Applications Available: April 28, 2005.
     Deadline for Transmittal of Applications: June 13, 2005.
     Eligible Applicants: State agencies designated under a State
plan for vocational rehabilitation services under section 101(a) of
the Rehabilitation Act of 1973, as amended.
     Estimated Available Funds: $5,823,883, with Basic Awards:
$4,659,106; Quality Awards: $1,164,777.
     Estimated Range of Awards: Basic Awards: $19,413-$325,590;
Quality Awards: $20,000-$60,000.
     Estimated Average Size of Awards: Basic Awards: $63,234;
Quality Awards: $40,000.
     Estimated Number of Awards: Basic Awards: 80; Quality Awards:

development, demonstration, & use of technology, (2) support
educational media services activities designed to be of educational
value in the classroom setting to children with disabilities, & (3)
provide support for captioning & video description that is
appropriate for use in the classroom setting.
     Applications Available: May 2, 2005.
     Deadline for Transmittal of Applications: June 13, 2005.
     Eligible Applicants: State educational agencies (SEAs); local
educational agencies (LEAs); public charter schools that are LEAs
under State law; institutions of higher education (IHEs); other
public agencies; private nonprofit organizations; outlying areas;
freely associated States; Indian tribes or tribal organizations; &
for-profit organizations.
     Estimated Available Funds: $7,200,000.
     Estimated Average Size of Awards: $800,000.
     Estimated Number of Awards: 9.
