RESULTS RELEASED FROM CAMPUS COMPUTING SURVEY
Results from the 2004 Campus Computing Survey show trends in funding,
development of wireless networks, and security issues at U.S. colleges
and universities. The survey has been conducted for 15 years by The
Campus Computing Project. The current survey found that about
one-quarter of institutions cut IT budgets in 2004, compared to more
than 40 percent last year and about one-third in 2002. The survey also
found that more than 76 percent of institutions have instituted
appropriate-use policies covering file sharing on campus networks and
that growing numbers of institutions plan to deploy wireless networks.
Increasing acceptance of open source applications in higher education
was also revealed by the survey. Just over half of all institutions
said open source will increase in importance; among four-year
institutions, nearly 65 percent had that opinion.

CU RECEIVES GRANT TO SUPPORT WOMEN IN IT
The National Science Foundation (NSF) has awarded a four-year, $3.25
million grant to the University of Colorado Boulder (CU-Boulder) to
support the development of a National Center for Women and Information
Technology. The grant represents the largest workforce grant ever
awarded by the NSF's Computer and Information Science and Engineering
directorate. Current data indicate that women represent just
one-quarter of IT professionals and that the numbers of women pursuing
IT degrees continue to decline. The goal of the new center, according
to CU-Boulder Chancellor Richard Byyny, is "to achieve workforce parity
within 20 years, by making a concerted national effort that connects
primary and higher education with careers in the IT industry and
academia." The center will be located primarily at CU-Boulder's new
Alliance for Technology, Learning, and Society (ATLAS) building and
will work to bring together universities, industry, government, and
nonprofit organizations.

FCC SEEKS VOIP OVERSIGHT
Federal Communications Commission (FCC) Chairman Michael Powell this
week said he would push for broad federal authority over voice over
Internet protocol (VoIP) phone services, saying that allowing states to
oversee VoIP would result in a confusing hodgepodge of regulations that
would inhibit growth in the industry and would be "a tragedy." Powell
said that federal officials can no longer avoid the issue of VoIP,
which is expected to grow from 131,000 subscribers last year to one
million by the end of this year, according to The Yankee Group. Powell
suggested that VoIP can revive the stalled high-tech industry but
warned that state regulation would result in a complex system of
regulations not unlike those that currently govern traditional phone
markets. Powell said, "There is no need to organize a regulatory regime
around permits and prices and costs as we have done for nearly a
century with common carriers." Powell promised to introduce a proposal
before the next session of Congress begins in January.

HACKER HITS CALIFORNIA UNIVERSITY
Officials at the University of California, Berkeley, this week said
that a hacker had compromised the university's computer system and
gained access to records on 1.4 million individuals. The data included
names, Social Security numbers, addresses, phone numbers, and dates of
birth and were being used in research conducted by the university. The
state provided the information to the university. According to Carlos
Ramos, assistant secretary at the California Health and Human Services
Agency, the state is allowed to disclose such information, even without
the consent of the individuals, if those individuals participate in
programs run by the state social services department. The incident was
not disclosed until after the university and the FBI had conducted an
investigation, though Ramos said they have "no idea if the information
has been compromised."
