Of note, funding remains the number one concern of institutions in terms of its strategic importance to the institution, its potential to become even more significant in the future, and its consumption of IT leaders' time. Security and identity management remains prominent in the survey results, moving from eighth to third in consumption of resources, likely resulting from growing numbers of implementations of security projects and from computer viruses and other attacks with which campuses must cope. In the area of strategic importance, two issues show up for the first time in this year's results: business continuity/disaster recovery; and governance, organization, and IT leadership. EDUCAUSE Quarterly, 7 May 2004 http://www.educause.edu/pub/eq/eqm04/eqm0422.asp U.K. OFFICIALS END VIRTUAL UNIVERSITY The Higher Education Funding Council for England has decided to discontinue a virtual university set up in 2001 due to low numbers of students enrolled. U.K. eUniversities Worldwide (UKeU) had hoped to draw 5,600 students in its first year, but three years later, the program only has 900 students enrolled. The British government had allocated $111 million for the program, of which about $63 million has been spent. Other anticipated sources of funding, including partnerships with businesses, never materialized at acceptable levels. According to members of the funding council, the crash of the dot-com economy at about the same time as the founding of UKeU led to the lack of interest from most corporations. Others believe that UKeU was flawed in its design, relying on faculty without adequate experience in online education, and that developers of the program spent their resources building an educational platform rather than using tools available on the market. Chronicle of Higher Education, 6 May 2004 (sub. req'd) http://chronicle.com/prm/daily/2004/05/2004050606n.htm PHISHING LOSSES ESTIMATED AT $1.2 BILLION According to new research from Gartner, the practice of trying to lure Internet users into divulging credit card numbers and other information through e-mail scams cost banks and credit card companies $1.2 billion last year. So-called "phishing" frauds take advantage of the growing use of the Internet for business transactions. Phishing involves sending bogus e-mails, set up to look like they are from online retailers or other businesses, asking consumers to send credit card numbers and other information, which is then sent to those behind the scam. Gartner estimated that 57 million U.S. users received such an e-mail in the last year. Many analysts expect phishing scams to degrade consumer confidence in the Internet as a means to transact business. A separate survey by security firm Cyota indicated that 65 percent of respondents were less likely to use online banking because of phishing frauds, and 74 percent said they were less inclined to shop online because of the scams. Internet News, 6 May 2004 http://www.internetnews.com/ec-news/article.php/3350891 MOVIE TRADING TRIPLES IN BRITAIN Based on a survey of 16,000 people, the British Video Association (BVA) estimates that 1.67 million people downloaded copyrighted movies and TV programs in 2003, compared to 570,000 the year before. Financial losses to such piracy were set at 45 million pounds, and the BVA's Lavinia Carey characterized the threat to the industry as "clearly enormous." The quality of pirated movies and TV programs is widely seen as a disincentive for many would-be traders of copyrighted video files, as is the time required to download such files. Increases in broadband access, however, will make trading video files more attractive to larger numbers of users. According to Carey, "The film, TV, and video industries are working closely to preempt the threat from online piracy." Despite the growing threat of piracy, however, sales of DVDs have risen sharply, according to the BVA, which said 2003 saw a 61 percent increase.
