MICROSOFT AND EU SETTLEMENT TALKS FAIL
Despite lengthy negotiations, Microsoft and the European Union (EU)
have failed to reach a settlement, virtually guaranteeing a ruling next
week from the EU against the software maker. The EU's case centered on
Microsoft's bundling of applications with its operating systems, an
action which the EU said was anticompetitive. Microsoft CEO Steve
Ballmer said his company and the EU were able to agree on the
circumstances of the case but could not find an acceptable compromise
for how to handle possible future bundling issues. Microsoft reportedly
had agreed to produce versions of its operating systems with
competitors' media players installed, but the EU also wanted a
commitment from the company that it would not bundle any other software
with its operating systems in the future. Without a settlement,
Microsoft could face a fine of up to $3 billion as well as restrictions
on how it sells its products. Microsoft has vowed to appeal the
decision and to ask the courts to suspend any penalties pending the
outcome of the appeal.

WEB PORTAL PLANNED FOR PALESTINIAN STUDENTS
A Web portal under development is expected to help as many as 41,000
Palestinian higher education students. The portal is a joint project of
the Al-Quds Open University, which has 22 centers in the West Bank and
Gaza Strip, and the Palestinian Development Gateway, an organization
that aims to use information technologies to benefit all Palestinians.
Instability in the region frequently keeps students from getting to the
education centers, and the new portal will provide a means for those
students to stay current with their courses, their grades, and their
finances. The project is funded by the Program for Assistance to the
Palestinian People, which is part of the United Nations Development
Program. The portal is expected to be launched by the middle of the
year.

LAPTOPS FOR ALL STUDENTS
A charity organization in Britain called Citizens Online has called on
that country's government to provide laptop computers to all school
children by 2010. A report from the group contends that "the very
process of education is dependent on technology," and bridging the
digital divide is one of the group's primary goals. Currently, only
half of the homes in the United Kingdom have Internet access. The
group's report also urges the government to fund efforts to help
people in the United Kingdom with disabilities gain computer and
Internet access. Programs to provide all students with computers have
been tried in several parts of the United Kingdom, with mixed results.
In some cases, school children with computers have become easy targets
for thieves.

GOVERNMENT INVESTIGATES DIPLOMA MILLS
Following a federal investigation in 2001 and 2002 into diploma mills,
Sen. Susan Collins (R-Maine) and Rep. Tom Davis (R-Va.) requested
another investigation by the General Accounting Office (GAO) after
allegations were made that an official of the Department of Homeland
Security has three degrees from a diploma mill. The GAO is expected to
complete its report by the end of the month, and Collins has said she
will hold hearings on the issue in April. Meanwhile, the Department of
Education is also looking into ways to fight diploma mills without
harming legitimate online and distance-learning institutions. According
to a department spokeswoman, one proposal is to create an online
service through which users could check to see if an individual's
degree is legitimate.
