SUNGARD TO ACQUIRE SCT
SunGard Data Systems Inc. of Wayne, Pennsylvania, announced it will
acquire Systems and Computer Technology Corp. (SCT), a leading supplier
of technology products and services to higher education. The purchase
amount, about $584 million, reflects a price of $16.50 per share of SCT
stock, though details of the financial terms of the cash deal were not
released. SCT CEO Mike Chamberlain said the company began investigating
several options, including a takeover, in April and that "[s]elling to
SunGard was in our best interest." In the event that SCT pulls out of
the deal, it will pay SunGard $22.5 million. SCT will become an
operating unit in SunGard's public sector and nonprofit systems
division, according to Chamberlain. There are no plans to lay off any
of SCT's 1,600 employees.

CONGRESS PASSES ANTI-SPAM BILL
Congress this week passed the CAN-SPAM Bill after four years of working
on federal legislation to address the growing problem of unsolicited
e-mail. Under the terms of the bill, e-mail marketers are prohibited
from using deceptive subject lines and false return addresses, and they
must provide valid postal addresses and opt-out mechanisms in e-mail
messages. Violators face fines of up to $6 million and prison terms of
up to five years. Officials from California oppose the new law because
it preempts a recently passed state anti-spam law that includes
stricter provisions than those of the federal law. The California law
would have required marketers to obtain prior consent before sending
any commercial e-mail to individual users. Some consumer groups say
that the federal law, which goes into effect January 1, will not result
in significantly less spam for most users.

REPORT CARD ON GOVERNMENT SECURITY
A report card released by Rep. Adam Putnam (R-Fla.) on federal
agencies' information security shows continued weakness in most of the
24 agencies included. Although the Nuclear Regulatory Commission, the
National Science Foundation, and the Labor Department saw their grades
rise appreciably from last year's report, 14 agencies had grades below
C-minus, and eight failed. The Department of Homeland Security
(DHS)received a failing grade, which Putnam attributed to the agency's
having been created very recently. He said he expects big improvements
next year from DHS, which "should be the leaders." Only five agencies
have completed inventories of critical information technology assets,
which are required by the Federal Information Security Management Act.
Putnam said it was "disturbing that 19 of the agencies are still out of
line." Rep. Tom Davis (R-Va.), chairman of the House Government Reform
Committee, said, "Clearly, our goal of making computer security a
constant management focus has not been met."

LIBERTY ALLIANCE CERTIFIES NINE COMPANIES
Not long after the Liberty Alliance announced a certification program
for Web services, nine companies have earned the alliance's logo
indicating interoperability. Ericsson, Nokia, NTT, NTT Communications,
NTT Software, Phaos Technology, Ping Identity, Sun Microsystems, and
Trustgenix have been certified as conforming to the alliance's
standards for user ID management. Jeff Smith, chair of the Liberty
Alliance conformance expert group, said that the standard provides
consumers with confidence in approved products and gives certified
vendors a competitive advantage over non-certified competitors. The
Liberty Alliance was established in 2001 to compete with Microsoft's
authentication service, called Passport.
