State surplus is near the Coast Guard subport building.  As you are
driving in to town from the valley, you see the subport and a large free
parking lot to your right.  Park in this lot and face the water.  To
your right you will see a longish warehouse type building, with National
Guard offices on the water side.  Just about in the middle of that
building is a door marked State Surplus, with the hours listed on it
(8:30AM - 3PM Wednesdays).  Most Wednesdays, unless it is really windy
or really cold, a large garage door will be open as well, so people can
back trucks in to load stuff.

You'll have to wait for week after next though, as IIRC surplus is
closed Wednesday, September 4th.
