Sean, you mentioned that RedHat changed their netconf tool - are you having trouble getting the RedHat 7.3 box online period (as in you have no network connectivity now), or are you just having trouble getting Samba configured to talk to the XP-Pro box? A Windows XP-Pro box should work just fine with Samba, including logging on to a domain hosted by a Samba box. XP-Home is network crippled by Microsoft, and will only do the peer-to-peer networking (I guess Microsoft got tired of small businesses using their "home" OS line at work).
