[juneau-lug] access control for wired devices

I'm shopping for ideas on how to control access from a wired computer.

My current Arris unit is both the cable modem and a wifi router with 4 
ethernet jacks.  The internal interface allows me to set up MAC 
filtering, but only on the wireless devices.  It is still possible to 
just plug in a cable and the computer is online.  I'll be away from home 
for a couple of weeks and the person staying here has acquired 3 
copyright violations already on my account.

If I set up DHCP on my server, instead of on the modem/router, could I 
prevent unwanted MAC's from connecting?

Any other ideas come to mind?
