Any file system he wishes.

ext3 also supports ACLs with the 2.6 kernel, or 2.4 kernel with patches - SuSE 
include the 2.4 patches by default, perhaps other distributions.  According to 
SuSE "ACL support on Linux is available for the Ext2, Ext3, IBM JFS, ReiserFS, 
and SGI XFS file system".
