Ah-hah.

Remember the IBM document says that the defaults override the window scaling 
max values.  They're in a slightly different spot, /proc/sys/net/core:

james@independence:/proc/sys/net/core$ cat rmem_default
107520
james@independence:/proc/sys/net/core$ cat rmem_max
131071
