They are given a db rating, at least a number of the drives are.  If you
look at a lot of drive reviews you will also see db ratings there too.

And why aren't hard drives given a db rating (both new & after, say, 
10,000 hrs.)? 

Machine noise seems to be a constant battle.  The place to start is the 
fan.  Since you've already cleaned / replaced yours, its got to be the 
hd.  Did you pull the power to the hd to prove it?  If you  are 
particularly atached to a drive you can conside enclosing it in

The same site recommends the Seagate Barracuda IV as one of the quietest

drives available. (http://www.endpcnoise.com/cgi-bin/e/00020.html)  I 
just bought an 80gig (they now make a 120 also) from SpartanTechnologies

for $99 & am happy with it - so far.
