I just ordered a hard drive for my tivo.  The tivocommunity.com forums 
get this question a lot.
I think the samsung drives are good for low noise. The Seagate Barracuda 
drives have been mentioned before too.
People have mentioned running additional commands on the hard drives to 
put them in 'quiet' mode.
Also the concept of buying a slower spinning (5400rpm) instead of the 
faster spinning (7200 rpm) to keep the noise down ... seems .... sound.
