If you can install Perl modules (and you should be able to install them 
into your personal directory), you may want something like libwww-perl-- 
you can get it from CPAN at

http://www.perl.com/CPAN-local/modules/by-category/15_World_Wide_Web_HTML_HTTP_CGI/HTTP/

But you'll also need to install libwww, so that might not fit your needs.

If libwww-perl is not what you want, there are other modules in that 
directory, as well.  You should be able to find something that fits your 
needs without the need to program on bare sockets.  If you need more 
detailed help, email me out-of-band, and I'll be happy to provide it.
