[juneau-lug] Possible service interruption

Some of the public juneau-lug services (web, ntp, empire, etc.) may be
interrupted for a few minutes.
My internal DNS server will be rebooted. It's an old IBM server, and
the bootup sequence/ECC memory check takes a while.
Everything should be done by 3PM, earlier if no problems with the new
kernel.
