I found out how to make an app in KDE open on a specific desktop and 
make that desktop current....use kstart. For example, to start The Gimp 
on desktop 3 and make desktop 3 current, I changed the command in the 
menu entry and panel launcher to the following: kstart --desktop 3 
--activate --window "The GIMP" gimp-remote-2.0. To see all the options 
available for kstart, just type kstart --help. Note: the --window 
argument is the name of the application window and is case sensitive. I 
had some problems getting it to work with The GIMP. I first had just 
Gimp, then The Gimp. Finally took my time and noted that the window name 
is The GIMP!
