James, Tigerline from the Census is a fair set of streetmaps. There
is no shortage of GIS databases freely available from the .gov. GRASS
(I think I'm remembering that right? Too lazy to google it.) is libre
software which claims to do what ArcGIS does, more or less. I've
never succeeded in getting it installed, probably because I didn't try
too hard.
