So, this is semi-spam sent to the info@ address.
I think the idea is fine, but do we really want to run ArcGIS? Isn't there
quality geo information available from US Goverment sources that don't cost
money?
What other GIS solutions are LUG members running?
Semi-related: I will take my GPS in hand this summer and start updating the
open streets map of Juneau [1]. Some small areas are a little odd (MRCS not
connecting to to back loop, etc.)

Participants will learn to use ArcGIS 9.2 to do the following:
Creating thematic maps
Participants will learn to create thematic maps of their own data, and display
spatial trends in information.
Address mapping (geocoding)
Participants will learn to map addresses of their clients, their projects or
incidents such as crime or disease.
Download and map Census & American Community Survey data
Participants will learn to extract and map current Census data such as
poverty, race, language, population,
transportation, education and workforce characteristics.

Create well designed maps
Mapping techniques transferable to all other communities. Exercises are
