Help--

My son set up a router using OpenBSD and a firewall using pf.  Other
computers on our home network use Debian or Ubuntu.  This system has
worked great.  Several weeks ago, we upgraded OpenBSD to version 3.9.
Soon there after, I noticed that web pages do not fully load, stall,
then time out.  This is not consistent among sites. For example, some
secure sites would freeze and time out, others would not. Full-screen
pictures will stop loading about 1/2 way down.  Apt-get will connect to
source, begin the download then stop, and eventually time out.  

Thinking that my problem was related to the firewall, I pulled the plug
on the router, and connected a computer directly to the cable modem.
Bingo, problem solved suggesting a problem with the router/firewall.  

My sense is that only a set amount of band-width is getting through at a
time.  When using apt-get I noticed that about 10% of a file was
downloaded at each attempt.  By repeatedly using apt-get I could
download and install a small file - this took about 12 tries.  

I've checked pf.conf and can't find anything indicating a limit on the
number of bytes that could be downloaded.  

Any ideas?
