If the message is on-topic, polite, and not too frequent - pass it in. 
If its off-topic, too frequent, rude, abusive, or oboxious - filter it 
out. 

The 2 messages you have identified meet the criteria for the first 
catagory, I'd say.  However if identical messages show up next week...
