It's gonna be the honor system.  The connection is a little tiny cable
modem, so there won't be time to download .isos, but a basic debian ftp
install probably wouldn't hurt too much.  Packages are fine (preferably
not something like everyone downloading openoffice at the same time).
We'll just see how the bandwidth usage looks over time.  It's a new
policy that is going to be tested and modified according to usage I'm
sure. (The extent of the 'policy' at this point is 'Yeah, let's plug in
the meeting room and let people use it')

I'ld rather not bandwidth throttle or anything like that (imagine a car
that when you really need that extra speed, stops accelerating), but
those surfing people need quick response time and the main concern is
the check-in and check-out computers.  

Let's just see how it goes.
