Today at work we had the same thing on the GCI side.  Nothing hitting my
firewall from the outside. I could ping the next hop and maybe one or
two hops past that but it was sporadic.  I rebooted the cable modem and
about a half hour later things more or less came back to life.

An arp storm would indicate to me that some "bridge" washed out in the
storm and the default route was down.  What direction were the arps
going - in or out?
