"No matter how it's stored I always do the following:

Plug in the computer power cord but keep the power turned off.
(the computer chassis is now grounded through the ac cord, assuming
your building wiring is properly grounded.)"

On the surface this sounds like a great way to discharge any potential
static buildup... but let me throw some real life "what if's" into the mix.

"What if" this particular box has been opened and reassembled by an
overzealous tech. When he/she was putting the last of the panels in place
he/she accidentally trapped one of the power supply cables, slicing through
the insulation. This has the potential to short via the smashed wires. Now
lets also "what if" the power supply happened to be failing at this point,
so that a neutral to ground circuit is created (otherwise known as a ground
fault)... I think you get the picture.

IMHO there isn't a computer in the world that is worth my life, so all I
ever do is discharge any potential ES buildup to the UNPLUGGED computer
chassis. But then again I tend not to get shocked by esd, perhaps I'm one
of the lucky ones.
