One of the characteristics of XML is that if the code is wrong, it fails safe - 
i.e. almost always does nothing.  No 
crashes, lockups, null pointers and NO error messages. It won't even display 
anything for you to have a guess at fixing 
the problem.
I use FS Panel Studio for building gauges, which makes the job easier as it 
displays the grphics as well so you can do 
the job all from one package.  However there are still no XML error messages or 
syntax error hilights.
Other than that Notepad is your best tool.
