No - it means he has not activated his voice channel. Whether by accident or
design is a different thing but as a pilot I'd hate to be flicking from
voice controllers to text all the time..

So, if Servinfo has a crossed out speaker against a controller position,
does it follow it's because he hasn't yet been licensed to speel, rather
than that his voice connection is faulty?
