I guess it might be the case that Quiet is more easilly achieved by flyers than by ATC.
To go back to FT and FS's situation, there seem to be quite a lot of long haul flyers who aren't bothered whether there is ATC on tap or not. On Sunday at 0700 I did a Jersey to Barrow, IFR. There were about twenty either in the UK or overflying, despite the fact that controllers were all having a worldwide lie in.
