Sounds even odder.

I'm still not sure if it is part of the base LOD13 poly or actual scenery
from an add-on. The LOD13 tile would be sea level and totally flat of
course.

Any chance of a screenshot on your web page? No need for the full screen -
trim it to the essential bit only.

Just spotted something I overlooked, in your reply. It's not a square,
but an L shape, as though a large chunk has been removed from a
rectangle, leaving a strip from each of two sides..
