It's done to preserve the pilots night vision while in the landing phase.
Never heard of the lights being turned out though. The same could be
achieved by closing all the window blinds but logistically, dimming the
lights is easier.
Why do passenger aircraft landing at night turn down the cabin lights during landing (or in my case last night - OUT - very disconcerting for those of a nervous disposition)?
