There is a good chance that the Office Norton Plug in is causing this inconvenience. By any chance does this user open their documents by locating them in the My Documents folder and press enter on them? Most cases if one opens documents from the open dialog box the unable to read problem does not happen. If there is no changing the user on how they open saved documents you might try this little work around. After pressing enter on a document and Word launches use the minimize all applications keyboard command to put focus on the desk top and then switch back to MS Word with ALT plus tab.
