working with speech and sounds manager:

What I did to have mouse over play a tone instead of speak was to open 
configuration manager and make sure it is the devault, open speech and 
sounds manager, click the edit scheme button, focus on the html page of that 
huge dialog, tab to the list, down arrow to mouse over, tab once to the list 
of choices to play sound, tab to the select sound button and activate it, 
choose a sound from the list, click ok, save the scheme and close config 
manager.  If you have not purposely assigned another scheme to ie, this 
should work for you.  If you have then you need to go into ie and open 
config manager and either modify that scheme or choose that scheme from the 
list and save the configuration.
