Just a guess, but the keystroke combination of insert control w is easier than that of insert alt w and they felt that that the word index feature would be used more than virtualizing window. Virtualize Current Window The Virtualize Current Window keystroke is now INSERT+ALT+W. The previous keystroke, INSERT+CTRL+W, is now used for Word Index.
