No. The options will appear above where the screen options link is. They use
javascript I believe to show them when you do that. You may need to update
the screen (jaws key+escape) to see it.

There is one setting in the appearance section, under widgets. If you click
on the link to screen options, it'll have options there to enable
accessibility mode. That will eliminate the requirement to drag and drop
widgets onto themes that support them, and replace them with a more useable
form.
