Yes, of course you can upload it. The picture is a file, like any
other file. How you go about sending it to them depends on their
Website, or perhaps they have an email address for submissions, in
which case just attach the file to an email.
Now, can a totally blind person take interesting pictures? That's
more interesting. :)
