It can be used, but you need someone who  is a good script writer to do it. 
Even then 
it's pretty rough going.

Hello.  I am writing in reply to the messages about File Maker Pro and
JAWS.  It was stated that JAWS will not read either the fields or the
prompts.  I tried to use that thing about 9 years ago and found it totally
useless and it looks like it has not changed.  I found out from JAWS
technical that File Maker Pro is not made to regular Windows standards and
was actually made for Apple in the beginning so JAWS doesn't know what to
do with it.  Sorry to bare rough news, but that's what I know.  I haven't
messed with it since then.
