Yes JAWS does have a keyboard handler and I guess that could be possible. 
So unloading JAWS and trying it with narrator should tell us whether it's a 
jaws problem or not.

Hey, remember jaws might have to do with it since it uses it's own
keyboard driver and it might be intercepting keystrokes, and we don't
know it by the results.
