Make sure your in the default keyboard manager or it will not show up.
You can also do this from the default script manager by using control + 
L then M till you find mute synthizer.  Now enter to be placed into that 
script and hit control plus D and add the keystroke you want and hit OK; 
then control + S to recompile.

When I did this I did not have a choice for "mute synthesizer"; any
ideas why not?

Go into keyboard manager, insert+f2, followed by k and enter.

Use first letter navigation to find mute synthesizer, assign it
to a key like windows+q.

Press control+a, press windows+q and  press enter.
