MessageTo temporarily turn speach off use Jawskey v and go to the last entry 
"synthesizer speach".  Press spacebar to turn it off.  Speechwill com back on 
as soon as you alt tab to another application but will not be silent when you 
bring focus back to the game.

  I have to wonder if this was a quick fix to focus problems with the config 
manager setting.

    I suggest using insert, spacebar and S to toggle on and off Jaws. I think 
FS did away with sleep mode and trying to initialize it left me talking to 
myself. This is probably documented in what's new for Jaws 11, but those guys 
don't write tight.
