Steve,  what you set in power options, is not screen saver, that just turns 
the monitor off after a certain time, go to display, in control panel and 
control tab until you hear screen saver and set it to none there. As for the 
stand by in power settings, that's for automatic stand by, not the one you 
hear when you shut down the machine, when you shut down the machine, that 
option is for you to manually put the computer in stand by, in power 
management that one is for it to do it automatically after the computer's 
been idle for an hour or so.
