Good morning Mostafa,
I think what Bruce meant here is that this is not an issue about how JAWS pronounces upper case characters, it is an issue of the behaviour that JAWS performs with upper case characters.
Bruce is correct, although you can adjust how JAWS pronounces upper case characters you cannot (to the best of my knowledge) adjust how JAWS treats upper case characters. So, unfortunately you cannot make JAWS say the word "cap" before an upper case character.

get JAWS to say capitals the way you want - I, Personally, would find it
supremely annoying. You can turn off the speaking of capitalis in a higher 
pitch by going into your JAWS menu, options, voices, global voices, and
turn uppercase change percent to 0.
