You can also after doing a say all, just press the page up key until you get 
to the faster speed that you want or page down to slow the rate.

I presume that you're asking about changing the reading speed of Jaws on the fly, so to speak. While holding down the control key and the alt key, press 
page-up to increase  the speed, and page-down to decrease speed.  Then to
resume your normal speed, that which you have set in the voice menu, press
the jaws key or insert plus the escape key.  Hope this helps.
