  Found it!

  Open a new message
  Alt key
Right arrow to the Options Tab
  Down arrow to ribbon
Right arrow until you hear field, and you'll hear BCC button, which should
say "not pressed"
  Press it.

Well, then that's your answer. I know the ribbon sucks, but somewhere in
that beautiful shining ribbon is our most-needed function, hiding in a
completely inappropriate place.

And for the benefit of this list, JAWS 9 and above do work pretty well
with the ribbon, it's just that the ribbon was organized by idiots.

          K,

In Outlook 2007 with an open message, there is no view menu. All we
have now is the marvelous Ribbon.

In a message you are sending, type alt v for views and then arrow
down to BCC field and hit enter to check it. let us know if that doesn't work.

by using the 'To' or CC button?

If you go into the address book you will see 'To', 'CC' and
;'BCC' buttons once you've selected a recipient.
I've noticed that once you've selected a BCC addressee
once, the BCC button remains on the 'blank' message creation screen until
Outlook is closed down.
