ok I got to the address book you can't turn it on an leave it on like you can 
in out look express?

    If you go into the address book you will see 'To', 'CC' and ;'BCC' buttons 
once you've selected a recipient.
    I've noticed that once you've selected a BCC addressee once, the BCC button 
remains on the 'blank' message creation screen until Outlook is closed down.
