Michael,
I wonder if JAWS is not being directed to your default Windows sound card?
Check the utilities menu in JAWS, then look at sound card.
It's possible that when you reboot your default sound card is re-engaged and
JAWS can work with it.

Hello,
After shuttingdown jaws, I have no speech when I try to restart the
program. Jaws loads, but there is no speech. In order to restore speech, I have
to restart my computer. I am running the latest version of Jaws 10 and windows
xp.
What can I do to stop this problem?
