I believe you cannot predict where scroll lock will be on a laptop. Some laptops may use the fn key to access it, some don't have one and others put it in different places. A simple thing for a JAWS user to do is to turn keyboard help on with insert-1 and start hitting unfamiliar keys. window-Eyes 6 users can now do this as well.
