The answer to this question is quite long and complex so please read it
carefully.
It may also be that you can find some of this information in the archives of
this list.
Pdf files come in several flavors and several security levels. I will only
discuss adobe reader as the application with which to open pdf files.
Complex documents are difficult to read even if they have been "tagged"
properly in adobe reader with jaws. They do not always transform and even
the ability to change the document reading order found in adobe reader 6.01
is not sufficient to over come all the limitations.
Pdfs which are full of images only are not readable. Pdfs which have
certain security restrictions placed on them are not readable by adobe
reader with jaws. Pdf reader however does break some of the lower level
security restrictions allowing viewing of a wider range of documents than
it's predecessor in this family.
