My suggestion is that the buffers in the serial I/O may be so fast that the 
majority of the web page is being streamed to the buffers. When the stop key 
is pressed, the buffers flush and the cursor is at the bottom because it got 
there long before the actual speech would.

Just a guess, and you could do a few tests to see if that's what's going on.

However I don't have any idea how to fix this, unless you can try and modify 
your serial port I/O buffer parameters.

FYI, just today I went from JAWS 8 to the current release of JAWS 9, and my
Dectalk Express is not behaving in this way. I mention it in case there's
another explanation for your Dectalk behavior, which must be frustrating.
