At least on my system, there is a setting in the Bios that allows me to
define how the power key is going to behave.  I've got it set for a complete
power-down, because my good recording sound card's driver doesn't like to go
into standby, and I don't like the newer driver.

The on-case power button on many modern computers is a dual state input when
the computer is running.  Pressing and releasing it will put the computer
into sleep or hibernation mode (the two are different).  A reasonable

Pressing and holding the power button will cause a full power off after
several seconds.  I've seen this require holding the power button for up to
ten seconds.

So if you press the power button then press it again and the computer
returns to wherever it was before you hit the power button the first time
you were almost certainly only putting it into sleep mode.  Sleep won't help
your computer recover from anything and in fact can make things worse in
some instances.  The keyboard power button is almost exclusively a "sleep"
button rather than a duplicate of the on-case button.
